DCHI Welcomes New Board Members

The Delaware Center for Health Innovation (DCHI) is pleased to welcome Kent Evans, Emmilyn Lawson, and Andrew Wilson to the DCHI Board of Directors, effective January 2019.


Kent Evans is a graduate of Kutztown University with a Bachelor of Science in Economics and a Bachelor of Science in Finance. Beginning his career with John Hancock Financial Services, he has been a licensed insurance representative for over 25 years and has worked as a licensed agent, team leader, and managing representative; he was also co-principal of an agency. Today, he is Sr. Vice President and Practice Leader of the Employee Benefits Practice of USI Insurance Services, LLC., in Wilmington, Delaware. Kent is filling a DCH Board seat designated for a member Involved in purchasing health care coverage for employees.

Emmilyn Lawson joined AmeriHealth Caritas in November 2017 as the Market President of AmeriHealth Caritas Delaware, the Medicaid Managed Care Organization chosen to serve Delaware's Medicaid and long-term services and supports (LTSS) business beginning January 2018. She is responsible for the health plan’s strategic direction, growth, and leadership. As a health care professional with more than 20 years of Medicaid managed care experience, Emmilyn brings a significant understanding of the Medicaid industry in complex organizations. Most recently, she served as Chief Operations Officer for Highmark Blue Cross Blue Shield Delaware (BCBSD) Inc. Emmilyn adds additional payer representation to the Board and is serving as an At-Large member.

Andrew Wilson is an Attorney at Morris James, LLP Delaware. He is an Associate and Legislative Specialist in Morris James’ Health Care Industry and Government Relations Groups. Andrew is experienced in external affairs including policy research & development, advocacy, and health care legislative, regulatory and procurement issues. Andrew is also serving as an At-Large member of the Board.  He brings a broad perspective on government health care policy to the Board.

DCHI is excited to have Kent, Emmilyn and Andrew join the Board.  Each of them will contribute important new perspectives to the work of DCHI, as well as valued added experience and skills to the overall health transformation work.
